In government, a minister is a politician who heads a ministry, making and implementing policy decisions together with the other ministers of the government. In some systems the head of government is also a minister, carrying a title such as prime minister, premier, chief minister, or chancellor. The ministry itself functions as the institutional structure through which cabinet-level executive authority is organized and exercised.
