Foster Care

Foster care is a system in which a minor is placed into a group home, residential institution, or the private home of a state-certified caregiver known as a foster parent, or with an approved family member, in place of their birth parents. Placement is normally arranged through a government agency or a licensed social service organization, which compensates the foster placement for the child's expenses unless the caregiver is a relative. An adult who has spent time in the system, whatever the specific placement, can be described as a care leaver, a term used especially in European countries.
